If the reactor had been in the UK when such a catastrophic earthquake and tsunami had struck then we would all now be looking at the hole in the ground where Britain used to be. The fact is that the Japanese atomic facility designs have to be the best in the world when it comes to accounting for the potential impact of natural disasters. What is overlooked is that the event of March 11th 2011 was the largest ever recorded earthquake which actually shifted the whole of planet earth off of its axis by measurable degrees. The tsunami that followed was a "once in a thousand year" event and the previous one was not exactly well documented. That Fukishima actually survived structurally, even though fatally damaged, was astounding.
That engineers actually planned such a facility on the coast of a country with a history of tsunami without taking into account site integrity in event of a big wave was culpable stupidity. However, the real blame lies with the politicians and senior director level management, all of whom should have had the short knives out in a private room months ago. Their stupidity and criminal incompetence does not alter the fact that Japan needs atomic energy to survive, the islands of Japan have little choice in that strategy and to deny it now is inappropriate.
Having said this, the protesters would be well served to not protest about the atomic facilities starting up again but protest about the lack of a national plan to replace them with other energy sources and provide a future where they would no longer be necessary. The problem for the protesters is that too many men have their fingers in the atomic pie and whilst their wallets are kept fat they have no incentive to seek another energy strategy.
